    LIEUTENANT GENERAL GALILEO GERARD R KINTANAR JR O-9216 AFP assumed position as the 35th Commanding General of the Philippine Air Force on 24 October 2017. He is a proud member of the Philippine Military Academy “SANDIWA” Class of 1985 where he graduated number 4 in his class among 209 members. He is a recipient of the Chief of Staff Saber for being the Class Regimental Commander and the Distinguished Cadet Award given by the PMA superintendent. In the same year, he was also recognized as the Most Outstanding Student of Baguio City.
     
    His career as a military aviator began when he took his Under Graduate Pilot Training 1987 where he graduated on top of his Class with a distinct McMicking Award. He was subsequently assigned in the 15th Strike Wing where he performed significant combat air operations in various areas of the Philippine Archipelago as an Element Lead, Test Pilot, and Flight Commander of the T-28 “Tora-Tora” Trojan aircraft. He also flew as an Instructor Pilot, Flight Lead, and Test Pilot of the T-41 Cessna aircraft and subsequently became the Squadron Commander of the 101st Primary Pilot Training Squadron of the PAF Flying School, 100th Training Wing in 1999.
     
    His leadership and experience in the profession of arms was complemented by the local and foreign military and civilian courses that he undertook. He is a top graduate of the Intelligence Officer Course in 1990 at the Special Intelligence Training School, Intelligence Service of the AFP. He is a recipient of the Distinguished Graduate Award when he took the Squadron Officer Course in Alabama, USA in 1994. In 2006, he finished his General Staff Course at the AFP Command and General Staff College where he graduated number 1 out of 72 students. He is also a graduate of Defense Acquisition Course at General Headquarters, AFP and the Defense and Strategic Studies at the Australian Defense College, Canberra and Deakin University. His passion for continuous learning was brought to higher level when he took his post-graduate courses as a top student in Master in Business Management at the Asian Institute of Management and Master in Public Administration at the Philippine Christian University.
     
    LTGEN KINTANAR JR held different significant staff and command positions in the PAF and AFP that displayed his outstanding military leadership and management acumen. He became the Commander of the 550th Air Base Group in Fernando Air Base, Lipa City; the Secretary of Air Staff and Director for Plans A-5 at HPAF; and Director of Office of the Strategic and Special Studies at GHQ, AFP. He was the Commander of the 15th Strike Wing during the Zamboanga Siege where he ensured prompt air operations in support of AFP missions. He also became the 60th Chief of Air Staff and became instrumental in the supervision and creation of the PAF Flight Plan 2028. He subsequently assumed the position as the first Commander of the newly designated Air Education Training and Doctrines Command in 2016. During his stint, the AETDC was acclaimed as the PAF Model Base of the Year and the 70th PAF Anniversary Best Marching Unit. The AETDC was also adjudged as the Best PAF Search and Rescue Team and 2nd Runner-up in the PAF Inter-Unity Sports Competition. He also served as the Commander of the Western Command for two months before his assumption of the 35th Commanding General of the Philippine Air Force.
     
    LTGEN KINTANAR JR received numerous awards as testaments to his various positions, accomplishments, and trainings. Most notable among which are the Outstanding Achievement Medal, Distinguished Service Star Medals, Distinguished Aviation Cross, Bronze Cross Medal, Silver Wing Medals, Military Merit Medals, Combat Mission Plaque and Patch, the PAFFS Golden Aviator Award, and the PMAAAI Cavalier Award for Command and Administration.
    LTGEN KINTANAR JR was born on 14 January 1964 at Baguio City and a proud son of BGEN Galileo Sr and Mrs Lillian Kintanar. He is happily married to Dr Ma. Marlene and blessed with two (2) daughters, Janelle Patricia and Marie Abigail.

    After graduating from the ESIAE business school in Paris, France and studying at the University of Southwestern Louisiana, USA, Arnaud Mézière joined successively the offices of Thomson-CSF (now THALES) and then Aerospatiale (now Airbus) in Abu Dhabi, United Arab Emirates, to develop various commercial and offset / cooperation projects from 1994 to 1997.
     
    In 1998, he has been senior manager within the industrial cooperation directorate of EUROCOPTER (now Airbus Helicopters). Responsible for Turkey, Middle East and South Asia, he negotiated and implemented industrial cooperation and partnership programmes.
    In 2004, Arnaud Mézière was appointed Head of International Cooperation within Airbus Military, based in Toulouse, France to set up the industrial cooperation and offset organisation of the prime contractor for the A400M military transport aircraft.
    He also graduated from the Executive Aerospace MBA at ESC Toulouse in 2006.
    In September 2008, Arnaud Mézière was appointed Vice President Industrial Globalization within the EADS Strategy & Marketing Organization to lead the industrial strategy and development of the EADS group (now Airbus) in Asia Pacific.
     
    Since 2015, he is Airbus Group Vice President in charge of Strategy & Globalization Asia Pacific for Airbus as well as Head of Market Development Asia Pacific for Airbus Defense & Space. He is based in Singapore.
     
    Born in 1970 in France, Arnaud Mézière has two children. In his free time he enjoys travelling and playing music.

    Joshua Bingcang is the Senior Vice President for Business Development and Operations Group of the Bases Conversion and Development Authority. He is also the Head of the New Clark City Project Management Office and SCTEx Services Department.
    Holding a critical position, he takes the lead in managing and supervising BCDA's biggest development projects and in making important decisions on the agency's business development contracts with reputable private local and international companies assuring that such are most advantageous to the Philippine government.
    Before his rise to the top management of BCDA, he was formerly project manager of the Subic Clark Tarlac Expressway Services Department. His main task was the supervision of the construction and maintenance of the 94-kilometer expressway--the longest toll road in the Philippines traversing three provinces in Central Luzon. SCTEX now serves as an important road infrastructure linking the Subic Freeport Zone, the Clark Freeport Zone and the Central Techno Park in Tarlac.
    Currently, he has his hands full with one of the biggest projects pioneered and spearheaded by BCDA - the 9,450-hectare New Clark City. New Clark City is the most modern, smart and green urban development in the country. He also leads the expansion project for Clark International Airport.
    He holds a Master’s Degree in Business Administration from the University of the Philippines and a Bachelor’s Degree in Electrical Engineering from Holy Angel University. He also attended Executive Training Programme in Urban Policy and Governance from Nanyang Technological University and Public-Private Partnerships in Infrastructure from Harvard Kennedy School.

    Ian has a broad range of MRO and airline engineering experience having been in the industry for close to 20 years and in various parts of the world including Australia, Middle East and now Philippines.
     
    These skills range from Chief Executive duties of MRO and heading a Commercial operation of MRO in the Middle East as part of the development of a global MRO footprint and other Line and Base Maintenance Planning activities.  Ian is now heading the Engineering and Fleet Management business of the Philippines leading carrier.
     
    Previous positions have been with Qantas as General Manager of Commercial Planning, Chief Commercial Officer at ADAT (Abu Dhabi Aircraft Technologies) located in Abu Dhabi, As CEO of John Holland Aviation Services in Melbourne and currently as Head of Engineering at Cebu Pacific Air, The Philippines leading airline and low cost carrier based in Manila.

    Director Senen M. Perlada leads the Export Marketing Bureau (EMB), formerly the Bureau of Export Trade Promotion, the focal export marketing agency of Department of Trade and Industry (DTI), in providing enabling services to the Philippine exporting community through business intelligence and strategic knowledge management supportive of product and market diversification. He is concurrently the Executive Director of the Export Development Council (EDC), the apex Public Private Partnership (PPP) organization for export policy and development in the Philippines. He has more than 20 years of international marketing experience and business development work in the private sector, having held various senior management positions in a number of Filipino and internationally-engaged firms. He was the DTI’s Trade Representative assigned to the Philippine Consulate General in Kobe, Japan from 1988 to 1992. Director Perlada continues to be a part-time lecturer and Program Director of the International Business Minor of the Ateneo de Manila University John Gokongwei School of Management.

    Dr. Rafaelita “Fita” M. Aldaba is Assistant Secretary of the Industry Development and Trade Policy Group (IDTPG) of the Department of Trade and Industry (DTI), where she leads the Industry Roadmapping Project (IRP) and the Manufacturing Resurgence Program (MRP). She fulfills a key role in the formulation and implementation of the new Philippine industrial policy and Inclusive Innovation Industrial Strategy (i3S) (formerly the Comprehensive National Industrial Strategy (CNIS)), including the rolling out of the Comprehensive Automotive Resurgence Strategy (CARS) Program.
     
    Prior to her appointment, Asec. Aldaba served as Senior Research Fellow and Acting Vice-President of the Philippine Institute for Development Studies (PIDS). She has extensive research experience and authored various publications on development issues in the Philippines and ASEAN. She has also conceptualized and managed research projects with various international organizations, including The World Bank, the Asian Development Bank, the Japan International Cooperation Agency, the Canadian International Development Agency, and the US Agency for International Development.

    The Undersecretary took on the TIPG Portfolio of the DTI in January 2016. As TIPG Undersecretary, she oversees the Foreign Trade Service Corps (FTSC), Export Marketing Bureau (EMB), Bureau of Domestic Trade Promotions (BDTP), Center for International Trade Expositions and Missions (CITEM), Philippine Trade Training Center (PTTC), and Design Center of the Philippines. As Governor of the Board of Investments (BOI), she provides strategic direction on investment promotions and assistance.
     
    Prior to her appointment as the TIPG Undersecretary, she was the executive leader for DTI’s Management Services Group (MSG). Among her key initiatives are the Ease of Doing Business (EODB), the APEC Women and the Economy (APEC WE) and the DTI-wide roll out of the Performance Governance System resulting in DTI attaining Level 4 (highest) with the Gold Trailblazer Award and as among the 12 Islands of Good Governance (IGG) conferred by the Institute for Solidarity in Asia (ISA).
     
    Before heeding the call of public service, the Undersecretary was an accomplished business executive in the Information Technology and Business Process Management (IT-BPM) Industry, with proven track record of running successful business transformations and change programs enabled by process and technology for global corporations. She was the Country Manager of Headstrong Philippines (a GENPACT Company) for over 10 years and the Site Leader for IT Services for global customers engaged in Capital Markets, Financial Services, Healthcare and Technology.
     
    As a finance executive, she was the Chief Financial Officer (CFO) for the APAC Region of Headstrong, Inc. (the erstwhile James Martin & Co). She also served as the Financial Controller for the Southeast Asia operations of Circle Freight International/Harper Group, a US publicly-party company engaged in third-party logistics for the global movement of goods and information. She trained and practiced in public accountancy at SGV & Co/Arthur Andersen.
     
    The Undersecretary was the President of the Philippine Software Industry Association (PSIA) from 2011 to 2013. She served for many years as Director/Trustee of PSIA and the IT-Business Processing Association of the Philippines (IBPAP) and was an active member of the American Chamber of Commerce.
     
    She completed the Executive Graduates Program in Strategic Economics at the University of Asia and the Pacific (UA&P) in Pasig City, Philippines. As a State Scholar, she earned her Bachelor of Science degree in Commerce and Associate Studies in Liberal Arts at the University of St. La Salle, Bacolod City, Philippines. She is a Certified Public Accountant (CPA) and a member of the Philippine Institute of CPAs (PICPA).
     
    A high-energy person, with a bias for action to deliver value and results for her stakeholders, the Undersecretary is a staunch advocate and believer of the philosophy that healthy companies make a strong industry and contribute to better societies.
     
    She continues to mentor start-up companies in technology and coaches fresh graduates as they start their careers in IT and Business Process. As pay-forward initiative, she selectively provides executive coaching for future business leaders.

    Ceferino S. RODOLFO

    BOARD OF INVESTMENTS (BOI) Managing Head 
     
     
     
    Undersecretary Ceferino S. Rodolfo leads the crafting and implementation of Philippine industrial policy and international trade negotiation agenda. He is concurrently Managing Head of the Board of Investments (BOI). He also sits in the Philippine Economic Zone Authority (PEZA) Board and Chairs the committee that coordinates the 18 investment promotion agencies across the country. 
     
    Undersecretary Rodolfo—or Usec. Perry, leads the Philippine government’s bilateral trade and investment engagements with key partner economies such as with Taiwan, US, Japan, China, Russia, individual ASEAN members, Australia, EU members, Switzerland, among others. He was the Philippines’ Chief Negotiator for the Philippines-European Free Trade Association Free Trade Agreement (PH-EFTA FTA)—the only signed bilateral FTA of the country other than that with Japan. He was also the focal Senior Official for the Philippines’ successful application to the EU GSP+ Program.
     
    Usec. Perry leads the implementation of the Comprehensive National Industrial Strategy (CNIS) and the Manufacturing Resurgence Program (MRP), including the Comprehensive Automotive Resurgence Strategy (CARS) Program. He likewise oversees the development of focused, performance-based, incentive programs similar to CARS: including, prospectively, for Steelmaking, Shipbuilding and Ship Repair, e-Vehicles, Pharmaceuticals, Mass Housing, Copper Products, among others. 
     
    In his first full year as a public servant, he was awarded as DTI’s Most Outstanding Executive. And, in his first year as BOI Managing Head, he surpassed the Agency’s investment registration target by three (3) times— securing a 20% growth to reach Php 447 billion, the third highest level in BOI history. 
     
    Usec Perry is on government secondment from the School of Management (SMN) of the University of Asia and the Pacific (UA&P), where he previously served as Vice Dean (and Acting Dean) of SMN and Academic Director of the Advanced Management Program.
     
    He obtained his Economics Degree from the School of Economics of the University of the Philippines and his Master of Science in Industrial Economics, on full scholarship from the Hanns Seidel Foundation of Germany, from the Center for Research and Communication (CRC), now known as UA&P. He also holds a DPA from the National College of Public Administration and Governance of the University of the Philippines.
     
    He is the first Filipino participant in the Strategic Management Program of the Industrial Management Institute (IMI), under sponsorship by the IMI and by the Islamic Development Bank, held in Tehran, Iran (1995). Usec. Rodolfo is also an alumnus of the International Faculty Development Program of the IESE Business School in Barcelona, Spain (2007).

    He has held positions in Operations, Engineering, Program Management, Supply Chain and most recently General Management.
     
    Damien graduated from Cranfield University (UK) with a Master of Science in Design for Economic Manufacture.
     
    He then completed his education with an executive MBA with HEC Paris.
     
    Damien provides leadership in MOOG’s Lean Management System to drive operational excellence for an enhanced customer satisfaction.
     
    He is a French citizen and speaks English, Chinese and a little Italian.
     
    Outside work, Damien has recently joined a private pilot training academy in Clark hoping to get his PPL by end of 2018.

    Neil Allen is Supply Chain Manager for Nasmyth Metallics, which is the precision machining cluster of the Nasmyth Group. He has nearly 40 years working experience in the Aerospace Industry, leaving Rolls-Royce plc. to join Nasmyth Bulwell in 1988.

    Originally qualified as an engineer he also has a degree in global management. Neil spent the first half of his tenure with Nasmyth working in production and operational roles, before moving over to manage the supply chain in 2003. He has 15 years’ experience in supply chain management, supplier development and sourcing strategies and is currently managing suppliers across 3 continents, including Europe, Asia and North America.

    Rene Philip Hernaez Banzon, a member of the Aerospace Industries Association of the Philippines (AIAP) and served as Chairman and Presidentt of Clark Investors and Locators Association (CILA) in 2014 and 2013 respectively, was also President of Global Cargo Carriers Inc in 2007. He graduated with a Bachelor of Science in Chemical Engineering from De La Salle University in 1986.
     
    He is currently the Deputy General Manager at SIA Engineering Phils. (SIAEP), a 5--bay, 600-man MRO (Maintenance, Repair, and Overhaul) facility in Clark handling Marketing and Sales, HR, Admin and Legal, Facilities and Ground Equipment, Engineering Training and Technical Services.
     
    He has over 30 years extensive experience serving in the airline industry, starting out with the Maintenance & Engineering department at Philippine Airlines  and with more than 20 years of being in different management positions for different airline companies.  Prior to his current position, he was the President & Managing Director at Transnational Aero Corp. (Malaysia Airlines GSA) and the General Manager at Transnational Air Services Corp. (Austrian Airlines & Virgin Atlantic GSAs). He was also Asiana Phils GSA General Manager.
     
    At Philippine Airlines (PAL), he worked as Product Manager for Korea, Japan, Transpacific, & China.
